Summary: While cooperating with police, Dr. Keene was found to be a victim of the crime of fraud. On Feb 5, 2009, instead of charging the fraud perpetrators, police subjected Professor Keene to kidnapping, false arrest and imprisonment, extortion and apparent robbery of his jewelry property (finally returned after almost one year) and denial of his right to legal representation in the Oct, 28, 2010, Preliminary Inquiry hearing. This "system" of police plunder has now taken everything from Dr. Keene, including his passport, money, jewelry property and land title, leaving him as "prisoner of nature island".

AG Peter was Dr. Keene's attorney until he was appointed AG just prior to the PI hearing, where Dr. Keene was denied legal representation, contrary to all concepts of modern jurisprudence. Now Mr. Peter is AG for the entire country, and works in the capital, Roseau. At present, he does not have office hours in his Portsmouth law office, still staffed with his secretary, but I understand messages to him may also be sent via phone 1-767-445-3176 or email phoenixchambers@hotmail.com. A positive point is that Mr. Peter is thought to be very competent and honest -- a person of great integrity.

The Commonwealth of Dominica is a democratic, English-speaking country, not to be confused with the Spanish-speaking Dominican Republic. Except for this "Kidnapped..." story, Dominica -- "Nature Island" -- has been an ideal tourist destination. Alas, now this story clouds the issue, but hopefully not for long.
